According to the report, deficiencies in communication between the Secret Service and local law enforcement were critical in allowing the incident to occur. It emphasizes that the attack was “preventable” and points to a lack of clear leadership and responsibility among security personnel as significant factors in the failure.
Senator Rand Paul, the Republican leading the investigation, stated, “This was the result of multiple human failures of the Secret Service.” Investigators noted that local law enforcement had previously expressed concerns about security at the event, yet these warnings were not acted upon. The report highlighted issues such as inadequate planning and a failure to secure the rally venue against potential threats.
